Democratic citizenship refers to membership in a political democracy. It comprises a set of political and civic rights, freedoms, and obligations. In a broader sense, democratic citizenship also encompasses social rights, the exercise of civic duties, and the development of a democratic mindset. It involves adherence to norms such as equality among citizens, tolerance and inclusion, a sense of belonging to one\u2019s political community, an interest in politics, and participation in democratic life. However, conceptions of democracy differ regarding citizens\u2019 ability to understand politics, to participate in it, and to advocate for their interests and the common good before decision-making bodies.

Although democracy expanded significantly after the Second World War, and then following the Cold War, democratic values, culture, and institutions have been under severe strain since the beginning of the 21st century, with a rapid increase in the number of democratic states where democratic principles are being eroded, a decline in freedoms across the world, and the weakening of democratic institutions.<\/p>\n
Democracy in Quebec and Canada is not immune and is also suffering from some of these problems: the rise of social movements and political parties that polarise debates; the questioning of the rights of certain groups of citizens; systematic criticism of the institutions responsible for establishing the facts (the news media, universities, etc.), and in some cases, the use of violence (or a refusal to condemn it) to express one\u2019s views; the difficulty of distinguishing between information and disinformation in the digital environment; and stagnation or decline in voter turnout, particularly in local elections, at a time when the responsibilities of local authorities are increasing.<\/p>\n
The limitations of the very concept of democratic citizenship are becoming more apparent in the face of demographic changes and governance challenges. A growing proportion of people living in certain territories are neither citizens nor permanent residents. Whether they are immigrants, refugees, temporary workers or international students, some newcomers struggle to integrate, while the majority groups in host societies are experiencing increased and multifaceted diversity. Generative artificial intelligence, the algorithms that govern an increasing proportion of digital communication, and the interference of foreign powers in democratic processes are undermining transparency and appear to be contributing to the polarisation of society. And all this is happening while climate change poses enormous challenges to systems of democratic governance.<\/p>\n
In this context, the study of democratic citizenship should help us to better understand these challenges and consider solutions to address them. Moreover, it is, consistent with several of the UN\u2019s Sustainable Development Goals, including the reduction of poverty (Goal 1) and inequality (Goal 10), gender equality (Goal 5), the promotion of good health and well-being (Goal 3), as well as peace, justice, and strong institutions (Goal 16).

The CSDC\u2019s research axes and themes have been developed to cover the various components of democratic citizenship discussed above. They are closely interlinked. They are also underpinned by common concerns, such as political socialisation, cultural diversity, socio-economic inequalities, and the role of the news media and digital technologies in democracy.<\/p>\n
They are brought to life through research projects that reflect the contemporary nature of the issues and topics, the diversity of epistemological approaches, and the distinctive strengths of the members of our research community.<\/p>\n
